Under the supervision of the Head of Engineering, the incumbent is responsible for the technical execution of the project during the procurement, design, and construction phases. In this role, the Engineering Manager will play a key role in ensuring the quality, consistency, and technical performance of the project, both in design and construction. He or she will serve as the technical point of reference, ensure the rigorous execution of the work, and maintain alignment among internal and external stakeholders.

Leadership technique et gouvernance

• Ensure the consistency, quality, and compliance of technical deliverables produced by consultants and other project stakeholders, including designers, contractors, and the private partner.
• Oversee the technical delivery review process, validate analyses, formulate recommendations, and ensure the traceability of decisions.
• Maintain alignment among all technical stakeholders to ensure overall engineering consistency and the achievement of the project’s common objectives.

Gestion des livrables et interfaces

• Ensure rigorous tracking of plans, specifications, and other engineering deliverables produced during the design and construction phases.
• Identify technical requirements, analyze challenges, and propose robust, well-documented solutions.
• Manage requests for information (RFIs), change requests, and contract amendments related to technical aspects.
• Chair or actively contribute to technical committees and ensure the quality of meeting minutes and decisions
• Manage and approve the engineering document review process, ensuring the quality of consultants’ comments and the distribution of approved versions to the relevant parties
• Ensure technical consistency among the program’s various subprojects and manage the resulting interfaces, in coordination with consultants and project partners.
• Prepare scope of work documents for professional services and participate in the evaluation of bids

Suivi de chantier et conformité

• Ensure that construction inspections are conducted thoroughly, validate the information provided, recommend approval of amounts payable, and confirm the compliance of the work based on the inspection reports provided.
• Contribute to technical validation during acceptance inspections, including tracking deficiencies and verifying the compliance of the work.
• Analyze and track NCRs, RFIs, and technical changes, assessing their impacts and ensuring they are properly addressed. Ensure compliance with standards, contractual requirements, OHS regulations, and sustainable development principles by all project stakeholders, based on the verifications and follow-ups conducted by the consultant.

Collaboration interne et rayonnement

• Support other project teams (environment, project control, legal, operations, etc.) on technical issues.
• Ensure clear and structured communication with internal and external stakeholders.
• Represent the APM and act as a project ambassador at events, official visits, or public activities.

Amélioration continue

• Participate in the optimization of engineering processes and the continuous improvement of service.

Qualifications

• Bachelor’s degree in engineering (civil, construction, or a related field);
• 10 or more years of relevant experience
• Must be a member of the Ordre des ingénieurs du Québec as an engineer.
• Hold an ASP card;
• Fluency in French and English, both spoken and written;
• Proficiency with Microsoft Office;
• Familiarity with construction standards (CCDG, BNQ, AREMA, CSA).
• Knowledge of international standards (BS, EN, AASHTO) is a plus
• Experience in heavy infrastructure, port, or transportation projects is a plus.
• Strong analytical skills, sound technical judgment, autonomy, and proactivity.
• Demonstrated ability to collaborate, communicate, and manage complex issues.
